​Jeffrey P. Hardy, Director-General

Jeffrey Hardy is a seasoned executive with 25 years' experience strengthening the voice of business in international policy. As President of IDA Consulting, Jeffrey has worked with dozens of international trade associations to help them more effectively navigate key policy arenas and gain from emerging legislative and regulatory regimes. From 2004 to February 2017, he served as the Director of the International Chamber of Commerce’s Business Action to Stop Counterfeiting and Piracy (BASCAP), where he united the global business community to fight illicit trade in the forms of trademark counterfeiting and copyright piracy. In this leadership position, he pressed governments to set higher standards for global performance and pioneered mitigation tactics for securing supply chains and digital channels. From 2010 to February 2017, he also served as Director of the ICC G20 CEO Advisory Group, where he coordinated international business priorities on the G20 policy agenda related to trade, investment, energy and anti-corruption. Jeffrey has long been an advocate of open and fair trade, and he effectively mobilizes expertise from companies and business organizations to achieve these goals.  From 1985 to 1998, Jeffrey worked for the U.S. Department of Energy, where he held positions as International Energy Economist and Director of the U.S. Clean Cities program. Jeffrey holds a Master of Public Administration and Policy from George Mason University, a Bachelor of Science in Economics from Illinois State University and an Honorary Degree for Energy Policy from the Oxford College of Petroleum Studies. In 1992, Jeffrey was awarded the U.S. Secretary of Energy's Silver Medal for his meritorious service during the Gulf War.

Stefano Betti, Deputy Director-General

Stefano Betti is a leading expert in the area of international criminal policy and justice reform. He is currently collaborating with the Siracusa Institute for Criminal Justice and Human Rights as well as Oxford Economics on two illicit trade related projects. Before joining TRACIT, he was Senior Counsel at INTERPOL's Office of Legal Affairs, where he headed the Organization's legal program on illicit trade. Between 2001 and 2013, Stefano held various positions at the European Parliament Secretariat, the United Nations Interregional Crime and Justice Research Institute (UNICRI) and the United Nations Office on Drugs and Crime (UNODC). At UNODC, he provided extensive legal, policy advice and training to decision-makers and law enforcement officials worldwide on the implementation of international treaties against terrorism, corruption and organized crime. He holds a Master degree in “EU Studies: EU Policy-Making” from the London School of Economics, an honor diploma from the University of Montpellier (France) and a Law Degree from the University of Milan (Italy). He is fluent in English, French, Spanish and Italian and has published extensively in several international journals.

Louis Bonnier, Director of Programs

Louis Bonnier is an experienced public policy specialist and international business advocate. Prior to joining TRACIT, he served as Senior Policy Adviser to the International Chamber of Commerce’s G20 CEO Advisory Group, where he crafted business policy positions and helped companies navigate engagement with G20 Leaders through the B20 Summit process. He was also principal author of the annual ICC G20 Business Scorecard, a seminal report evaluating G20 performance against international business policy priorities. Louis also served on ICC’s Business Action to Stop Counterfeiting and Piracy initiative, where he provided strategic policy advise on how to strengthen international engagement and advocacy on Intellectual Property (IP) protection and enforcement. His portfolio focused primarily on strengthening business engagement with key global governance bodies, including G20, BRICS, ASEAN and OECD. Louis holds a Master degree in Law from Stockholm University.

Ulrika Bonnier, Director of Programs

Ulrika Bonnier is an international policy expert on corruption, illicit trade and human trafficking. She is the author of several books on anti-corruption and public sector integrity issues, most recently Trafficking in Persons and Corruption: Breaking the Chain, published by the OECD in December 2016. She is also authoring her PhD dissertation at Northeastern University on the link between trafficking in persons and corruption. Ulrika Bonnier joins TRACIT from the OECD’s Directorate for Public Governance and Territorial Development, where she advised governments on policy development and implementation in the areas of public sector integrity, anti-corruption and illicit trade. Ulrika holds a Master degree in Economics and a Master degree in Business Administration from Uppsala University.

Suriya Padmanaabhan, Director of Programs ​

Suriya Prabha Padmanaaban is a policy advisor and a lawyer specializing in international trade, intellectual property law, and global governance. She is a consultant operating between Paris and Bangalore and her clients include international business organizations and multinational corporations including CropLife International, the International Chamber of Commerce and P&G. Her focus areas include anti-counterfeiting and piracy, capacity-building and consumer protection. She holds a LL.M. in Intellectual Property and Technology Law from the National University of Singapore and is admitted to the All India Bar. She is fluent in English, French, Tamil, Kannada and Hindi.

Cynthia H. Braddon, Head of Communications and Public Policy

Cynthia Braddon is a leading expert on communications and advocacy campaigns on trade and investment issues. As President of the Braddon Group, she provides strategic communications support to corporate and trade association clients. Prior to forming the Braddon Group in 2016, she was Vice President of International Affairs for S&P Global (formerly McGraw Hill Financial), where she focused on global trade issues, addressing access barriers for foreign markets, and developing relationships with business and government leaders globally. She continues to work closely with Chairman Emeritus Terry McGraw, supporting his leadership positions on trade and foreign markets, including his roles as Honorary Chairman of the International Chamber of Commerce (ICC), Chairman of the U.S. Council for International Business (USCIB), and Chairman of U.S. President Trump’s Advisory Committee for Trade Policy and Negotiations. From 1992 to 2013, Cindy was Vice President of Global Government Affairs for The McGraw-Hill Companies, where she advanced its legislative/regulatory agenda in Washington and abroad on key issues including digital content, e-commerce policy, intellectual property protection, credit ratings and financial benchmarks, education, privacy and trade policy. Cindy has held leadership positions for a number of industry associations and coalitions, including the USCIB, ICC, Emergency Committee for American Trade, US-India Business Council, US-China Business Council, ICC G20 CEO Advisory Group, Business-20 Trade and Investment Task Force, Business Roundtable’s Washington Representatives, and the Board of the Software and Information Industry Association. Cindy also serves on the Board of the U.S. Council for International Business’s Foundation, is a member of the YWCA-NYC Academy of Women Leaders Advisory Council, and is an Ambassador for the ICC’s World Business Women.
