​Jeffrey P. Hardy, Director-General

Jeff Hardy is the Director-General of the Transnational Alliance to Combat Illicit Trade, where he manages a unique multi-sector business approach to mitigating illicit trade worldwide. Before joining TRACIT, he served as the Director of the International Chamber of Commerce’s Business Action to Stop Counterfeiting and Piracy (BASCAP), where he united the global business community to fight illicit trade in the forms of trademark counterfeiting and copyright piracy. From 2010-2017, he also served as Director of the ICC G20 CEO Advisory Group, where he coordinated international business priorities on the G20 policy agenda related to trade, investment and anti-corruption. Jeff has long been an advocate for open and fair trade, and to achieve these goals he mobilizes expertise from companies and business organizations. As President of IDA Consulting, Jeff has worked with dozens of international trade associations to help them more effectively navigate key policy arenas and gain from emerging legislative and regulatory regimes. 
From 1985 to 1998, he worked for the U.S. Department of Energy, where he held positions as International Energy Economist and Director of the U.S. Clean Cities program. Jeffrey currently serves on the Advisory Committee for Combating Illicit Trade, a project of the Siracusa International Institute for Criminal Justice and Human Rights.  He holds a Master of Public Administration and Policy from George Mason University, a Bachelor of Science in Economics from Illinois State University and an Honorary Degree for Energy Policy from the Oxford College of Petroleum Studies. In 1992, he was awarded the U.S. Secretary of Energy's Silver Medal for his meritorious service during the Gulf War.

Stefano Betti, Deputy Director-General

Stefano Betti is a leading expert in the area of international criminal policy and justice reform. He is currently collaborating with the Siracusa Institute for Criminal Justice and Human Rights as well as Oxford Economics on two illicit trade related projects. Before joining TRACIT, he was Senior Counsel at INTERPOL's Office of Legal Affairs, where he headed the Organization's legal program on illicit trade. Between 2001 and 2013, Stefano held various positions at the European Parliament Secretariat, the United Nations Interregional Crime and Justice Research Institute (UNICRI) and the United Nations Office on Drugs and Crime (UNODC). At UNODC, he provided extensive legal, policy advice and training to decision-makers and law enforcement officials worldwide on the implementation of international treaties against terrorism, corruption and organized crime. He holds a Master degree in “EU Studies: EU Policy-Making” from the London School of Economics, an honor diploma from the University of Montpellier (France) and a Law Degree from the University of Milan (Italy). He is fluent in English, French, Spanish and Italian and has published extensively in several international journals.

Louis Bonnier, Director of Programs

Louis Bonnier is an experienced public policy specialist and international business advocate. Prior to joining TRACIT, he served as Senior Policy Adviser to the International Chamber of Commerce’s G20 CEO Advisory Group, where he crafted business policy positions and helped companies navigate engagement with G20 Leaders through the B20 Summit process. He was also principal author of the annual ICC G20 Business Scorecard, a seminal report evaluating G20 performance against international business policy priorities. Louis also served on ICC’s Business Action to Stop Counterfeiting and Piracy initiative, where he provided strategic policy advise on how to strengthen international engagement and advocacy on Intellectual Property (IP) protection and enforcement. His portfolio focused primarily on strengthening business engagement with key global governance bodies, including G20, BRICS, ASEAN and OECD. Louis holds a Master degree in Law from Stockholm University.

Ulrika Bonnier, Director of Programs

Ulrika Bonnier is an international policy expert on corruption, illicit trade and human trafficking. She is the author of several books on anti-corruption and public sector integrity issues, including Trafficking in Persons and Corruption: Breaking the Chain, published by the OECD in December 2016. Ulrika joins TRACIT from the OECD’s Directorate for Public Governance and Territorial Development, where she advised governments on policy development and implementation in the areas of public sector integrity, anti-corruption and illicit trade. Ulrika holds a PhD in Political Science from Northeastern University, a Master degree in Economics and a Master degree in Business Administration from Uppsala University.

Suriya Padmanaabhan, Director of Programs ​

Suriya Prabha Padmanaaban is a policy advisor and a lawyer specializing in international trade, intellectual property law, and global governance. She is a consultant operating between Paris and Bangalore and her clients include international business organizations and multinational corporations including CropLife International, the International Chamber of Commerce and P&G. Her focus areas include anti-counterfeiting and piracy, capacity-building and consumer protection. She holds a LL.M. in Intellectual Property and Technology Law from the National University of Singapore and is admitted to the All India Bar. She is fluent in English, French, Tamil, Kannada and Hindi.

Cynthia H. Braddon, Head of Communications and Public Policy

Cynthia H. Braddon has been actively leading communications and advocacy campaigns on trade and investment issues for decades.  As President of the Braddon Group, she provides a variety of strategic communications support for corporate and trade association clients.  
Prior to forming the Braddon Group in 2016, she was Vice President of International Affairs for S&P Global (formerly McGraw Hill Financial), where she focused on global trade issues, addressing access barriers for foreign markets, developing relationships with business and government leaders globally, and promoting S&P Global worldwide. She continues to work closely with former Chairman, President and CEO Terry McGraw, supporting his leadership positions on trade and foreign markets, including his roles as Chairman of the International Chamber of Commerce (ICC) Research Foundation, Chairman of the U.S. Council for International Business (USCIB), and Chairman of U.S. President Trump’s Advisory Committee for Trade Policy and Negotiations. From 1992 to 2013, Cindy was Vice President of Global Government Affairs for The McGraw-Hill Companies, where she advanced its legislative/regulatory agenda in Washington and abroad on key issues including digital content, e-commerce policy, intellectual property protection, credit ratings and financial benchmarks, education, privacy and trade policy. 
Cindy has held leadership positions fora number of industry associations and coalitions including the USCIB, ICC, US-India Business Council, US-China Business Council, ICC G20 CEO Advisory Group, Business-20 Trade and Investment Task Force, Business Roundtable’s Washington Representatives, and the Board of the Software and Information Industry Association. 
​Cindy serves on the Board of the USCIB, the Board of USCIB’s Foundation, is a member of the YWCA-NYC Academy of Women Leaders Advisory Council, and is an Ambassador for the ICC’s World Business Women.

Esteban Giudici, Senior Policy Advisor​

Esteban Giudici specializes in legal and policy analysis, research, training and project management in international law and criminal justice. He also provides expert advice to Euromonitor International in the implementation of a project aimed at developing cross-sectoral policies to counter illegal trade. Other ongoing collaborations in the illicit trade sector include projects with the Siracusa Institute for Criminal Justice. Previously, between 2016 and 2019, Mr. Giudici served as Legal Officer at the UNESCO Office of International Standards and Legal Affairs. During this time, Mr. Giudici worked on a wide range of international affairs and provided extensive legal advice. He actively participated and represented UNESCO in public hearings before the International Criminal Court in a case relating to the destruction of cultural heritage. From 2012 to 2016, Mr. Giudici was Legal Officer with the Office of Legal Affairs of INTERPOL. In this role he worked  for the Organization's legal program on illicit trade, delivering technical assistance and organizing seminars and forums. He also worked on institutional affairs and on the prevention of conflicts in the same INTERPOL Office. From 2007 to 2011, Mr. Giudici worked as an independent lawyer specializing in criminal and international law, with experience in the prosecutor’s office of Buenos Aires. Esteban holds a PhD in Public International Law from the Public University of Mar del Plata (Argentina) and an LLM in Public International Law from Leiden University (The Netherlands). He has also concluded several courses on international law and is guest lecturer on international law.

Marc de la Fouchardiere, Advisor

Marc has extensive work experience in project management, consultancy, staff and budget management. Specialized in development, corporate affairs, advocacy work and government engagement, Marc has been living and working in developing Asian countries for 10 years. With a strong international background through work experience in Europe, China, Central Asia and SE Asia, Marc holds a Master’s degree in International Relations from Fudan University with a specialization in Macro-economic relations between China and the European Union.  Marc has been working for the European Chamber of Commerce in Myanmar for the last four years as Executive Director and is now a consultant for anti illicit-trade projects.

Kayleen Hardy, Social Media and Marketing Director

With over 18 years of professional design and marketing experience, Kayleen Hardy developed TRACIT’s corporate identity and continues to provide social media and marketing support for our team. She holds a BFA in Graphic Design from Iowa State University.

Natalie Contreras, Project Manager

Natalie Contreras leads the TRACIT research team. She has a solid background in research and project management and has published a variety of papers and reports. Natalie also serves as the organization's lead administrative officer. She holds a M.A. in Education from Framingham State University, Massachusetts and a B.A. Ed. from Loyola University, Illinois.
